[tulip] Cisco 1900 + 21143

     Running two linux 2.0.36 boxes connected to a Cisco 1900 switch,
I got the following speeds and behavior trying to put box B into full
dup mode.  Box A is already in Full Dup using a 21140, Cisco 1900 ports
are forced full dup 10 base T, not 100 base T.
 
     K is KiloBytes/second using ftp from B to A.
 
     HD means tupli-diag shows half duplex, Runts means Cisco is
showing lots of runt frames.  Cisco light blinks, means the green
light slowly turns on and off, rather than just turning on, like it
was trying over and over to negotiate something.

     Box A is 21140
