repeated time outs, dec tulip network stops

When this 2.2.12 kernel networking dies, the eth0 kernel logs show 
repeated attempts to discover the appropriate medium as shown below.
kernel 2.2.12, tulip.v091g (or stock v0.89) debug=2, 
kernel 2.3.15, stock kernel-tulip.c, debug=2
Acer ALN-310 NIC(21140-AF),  AMD-K6 400, 128M, FIC VA-503+ mobo; 
both gcc-2.7.2.3 and gcc-2.95, 

Telnet to a peer on the same subnet and ping -f back to the local
machine; the local machine's ethernet transmitter breaks.
Networking has died with kernels 2.2.10, 2.2.11, and present 2.2.12
when eth0 usage has ranged from high:  intentional ping -f,
intentional "mtr" with a high rate,  large ftp;  to very low:  when the
system has been up but idle.  High traffic can stop the network in
seconds.
  Only the transmitter stops, the receiver keeps working: that is
a ping -f from a peer keeps sending pings, it's just the replys that
stop being sent.
Network comes back up after /etc/rc.d/init.d/network stop
