Wild guess: The key is that tcpdump is putting the interface into
promiscuous mode.  If so, "ifconfig ethX promisc" (optionally followed
by "ifconfig ethX -promisc") may kick-start things for you.

distro? kernel version?  tulip module version string?

At what point is it failing?
