System locks when network card activated

I have two identical tulip-compatible cards in my system (same brand,
same model).  One of them works fine, but when I try to activate the
second one (or during bootup, if ONBOOT=yes), the whole system locks up.

The one that works is using DHCP to obtain an IP address from an ADSL
modem.  The one that doesn't work has a static IP address of
192.168.1.2.

This problem only occurs with the 2.3.99-pre3 kernel.  Everything works
fine with the 2.2.12 kernel.

On bootup (with the old kernel), the following information about my
hardware is shown:
 Lite-On 82c168 PNIC at 0xdc00, 00 a0 cc 28 f7 98, IRQ 11
  MII transceiver found at MPIO address 1, config 3100 status 7829.
 Lite-On 82c168 PNIC at 0xda00, 00 a0 cc 28 f7 a4, IRQ 9
  MII transceiver found at MPIO address 1, config 3100 status 7829.

By the way, IRQ 9 is also used by my Voodoo 3 video card as well as my
Creative/Ensoniq ES1371 sound card; would that cause a problem?

Could the problem be that the ifup script in Red Hat Linux 6.1 is not
compatible with the new kernel?  What would I need to change to make it
work?
