run tulip-diag both pre and post, and post the results.  tulip-diag
(written by Donald) is on Donald's site.

Could this same someone explain how downing and upping an interface
could cause such an effect?  An autonegotiation bug would make sense
in that it obviously  affects speed, but it's the 'auto' part that
confuses me.
