bug in tulip_rx? patch

I can confirm this.  I've experienced this bug on some cards and some machines
for ages now (at least for the past three years, I guess).
When it first became a problem I didn't have the tulip-diag program.
So I put in a very crude workaround which periodically checks for this
condition and empties all receive buffers.
