My hunch is there is some hardware problem. Most probably ur 
hardware is assigning some address to the card via BIOS whereas 
the same cannot be accessed by ur distro.
I faced a similar problem trying to setup my realtek card on ibm 
thinkpad..... the eth0 interface was starting even before pcmcia 
services were initialized....
Try a different distro or try changing the /network/S.10 to /S.20 
.
