That's not enough information to debug the problem.

You might have bad cables, or a duplex mismatch.

You should look at the output of 'mii-diag'
  http://www.scyld.com/diag/index.html
and the error counts in /proc/net/dev, as well as check for error messages
in your kernel logs.
