No.  The detection order is well defined.
For many technical reasons you can't say "the NIC in PCI slot 3 should
be named eth23".

If it's important that a specific NIC handles a connection in a changing
environment, set up the configuration based on the station (MAC) address
rather than the "eth*" name.
