[Beowulf] Maker2 genomic software license experience?

Had a user request Maker2 on our BlueGene/Q.
However, I've run into an immediate hurdle - the license conditions
don't make any sense.
The front page says:
# MAKER is available for academic use under either the Artistic
# Liscense 2.0 developed by the Perl Foundation or the GNU General
# Public License developed by the Free Software Foundation
But then the page you need to go to download it says:
# By checking the box below you agree that you will only use MAKER
# for academic research use unless you contact the author to obtain
# commercial liscensing.
Which doesn't seem to make sense if the software is indeed GPL/APL
then there's nothing to stop someone who has downloaded it making it
available to others without any such restriction.
Has anyone on the list got his already and can shed light on the
licensing? I've tried emailing the author but had no response.
