Job queue / Node Management

Dear beowulfers,

Do you know of a good program that would let my
employer do the following with his beowulf cluster:

A. Designate which employees had access to which
nodes?

B.  Allow employees to use unused nodes, but it will
kill the jobs when the rightful owner needs to use the
nodes?  

I've looked at schedulers, yet haven't been able to
find one that will permit these singular requirements.
