No Joy. Disabled the on board NIC and plugged in a couple of different NICs in different PCI slots - and they were all just as bad as the one on the motherboard. Let it rest unplugged overnight (just in case it was a stuck bit) and it didn't recover. Loading the PCI graphics card also crashed it. Seems like a failing circuit in the chipset in or around the PCI bridge. First time I've seen that failure. Replaced that motherboard with an even older one, a tiny bit slower, but still working.
