There are still some mistakes left:

| int *buf = new (int ([packsize]));
|
[...]
| delete buf;
|

The last line should be:

delete[] (buf);

Also, MPI_Pack_size returns the needed buffer size in bytes.
You are requesting (sizeof(int)*packsize) bytes where packsize bytes
would suffice.
