[Beowulf] Virtual SMP

Hi I am new to Linux clusters. I want to know if it is possible to build a "virtual" SMP out of a cluster of 1-CPU or 2-CPU nodes? Is there a way to run the OS related tasks on only one CPU so that all others are completely free for running a parallel MPI-based application software? Thanks for your time and help.
